Utica man arrested for shooting in Lansing housing estate

TOMPKINS COUNTY, NY – Police arrested a man in connection with a robbery and shooting at the Milton Meadows Apartments in Lansing.

Clifton Bibbins, 38, of Utica, NY, was arrested Thursday afternoon. Bibbins has been charged with first degree assault, first degree burglary, attempted first degree robbery, and possession of a second degree weapon. Bibbins was transferred to the Tompkins County Jail without bail.

The incident happened on October 14, when Bibbins allegedly shot a 31-year-old man in the foot and hit him in the head with a gun after he and another unnamed suspect broke through an apartment door. The victim was treated and released from hospital. The second suspect was apparently not arrested.

The Tompkins County Sheriffs Office did not provide any information on where Bibbins was. They said the Ithaca-Tompkins County Specialized Response Team, the new name for the former SWAT team, was used to arrest Bibbins “to increase the likelihood that Bibbins will be safely taken into custody,” alleged the police.

Sheriff Derek Osborne also thanked the community for their help with the investigation.
